高校新校区规划与建设热潮下的隐忧

摘　要：在当前高等学校新校区建设热潮中，存在下列若干问题：选址与前期工作常出现违反建设程序、急功近利、仓促上马，选址不当，基础工作不到位、招标草率等现象；规划设计存在周期过短、规划成果重形式轻内容，导致理念设计没有落到实处等现象；环境景观设计中存在规模偏大、尺度失真，景观设计不因地制宜，重形式、轻功能等现象；建筑设计和建筑施工也存在缺乏特色、粗制滥造等现象。

Hidden Trouble in the Upsurge of Construction of New Campuses for Colleges and Universities/Fu Ying,Duan Degang,Yan Hansheng [Abstract] There exist the following problems in the upsurge of construction of new campuses for colleges and universities:violation of construction procedures in site selection and in the preparation phase,eager for quick success and instant benefit,hasty commencement,improper site selection,not enough preparation and hasty bidding,etc.; besides,the period for planning and design is too short,more importance is attached to the form than the content of the planning result which results in the fact that the conceptual design fails to be implemented in practice;the scale of the environmental landscape design is too big with distortion in the measure,failing to adjust measures to local conditions in landscape design and more importance is attached to the form than the function;and there exists the problem of lack of features and rough performance in architecture design and construction,etc.

高校校园建设不仅关系到学校自身的发展，也关系到地方经济的发展和国家高等教育目标的落实，是一项复杂的系统工程。在当前高校新校区建设热潮中，暴露出一些问题，需要我们去反思。

1、选址与前期工作中的问题

(1)违反建设程序，急功近利，仓促上马。校园规划与建设应该是程序性很强的工作，但有的学校因为赶时间，不按正常的建设程序进行，一边选址，一边准备基础资料，一边邀请规划设计单位进行投标，一边进行项目报批，以为如此可以省时间，结果却常常因为其中某一个环节出了问题而导致所有工作全部重来。而且如果过程中发现选址不当，或者因为种种原因用地调整了，那么提前做的设计方案、基础资料就全成了一纸空文，设计费自然也打了水漂。有的基础资料不全也可能导致规划设计方案存在重大缺陷和隐患。

(2)选址不当。高校校园选址，是一个校园建设中具有决策性的关键问题。但是在当前的新校区建设中，有些学校对选址工作却重视不足，由此引起的失误，往往不仅造成时间上的浪费，还会造成经济上的巨大损失和产生使用方面安全、卫生、舒适的缺陷和问题。

①距离过远：有的学校新校区选址离老校区过远，造成相互之间联系困难或不便；专家认为，新老校区之间的距离以不超过半小时车程
